CALL FOR EXPRESSIONS OF INTEREST
For the lease of an apartment belonging to the Self-Managed Capital Fund (S.M.C.F.) “Inheritance of Konstantinos Vasilakis son of Ioannis”
1. Contracting Authority / Administrator
The Board of Directors of the association under the name “Laiki Vivliothiki Kalamon” (People’s Library of Kalamata), acting in its capacity as administrator of the above-mentioned Self-Managed Capital Fund (S.M.C.F.), taking into consideration the provisions of Law 4182/2013 (Government Gazette A’ 185/10-09-2013) and Law 5259/2025 (Government Gazette A’ 228/12-12-2025), as well as Decision No. 07/2026 of the Board of Directors dated 10-06-2026, hereby issues a public invitation for expressions of interest for the lease of the property described below, owned by the Fund.
2. Description of the Property
- Type of Property: Ground-floor apartment, designated as Apartment I
- Location: 98 Lombardou Street, Athens, Postal Code 11474
- Surface Area: 51.18 sq.m.
- Condition / Features:
The apartment consists of an entrance hall, two (2) main rooms, kitchen, bathroom and corridor.
3. Lease Duration
The duration of the lease is set at three (3) years, in accordance with the provisions of Law 5259/2025 and the Civil Code regarding residential leases, commencing on the date of signing the lease agreement.
Upon expiry of the lease term, the lease may be extended following a new written agreement between the contracting parties. In such case, the rental amount shall be re-determined.
4. Starting Price (Minimum Rent) & Adjustment
4.1. The minimum monthly rent (starting bid price) is set at the amount of two hundred and fifty euros (€250).
4.2. Rent Adjustment:
The rent shall increase by fifty euros (€50) for each subsequent year of the lease.
5. Participation Documents
Interested parties shall submit a sealed bid envelope, which must include the following:
i. Application – Expression of Interest containing the full details of the candidate (Full name, Identity Card number, Tax Identification Number (AFM), Address, Contact telephone number and Email address).
ii. Financial Offer stating, both in words and figures, the offered monthly rent (equal to or higher than the minimum starting rent).
iii. Solemn Declaration (issued through the Greek government digital platform gov.gr) confirming that the candidate has been informed of the terms and conditions of this invitation, fully and unconditionally accepts them, and that they have inspected and checked the property, find it fully satisfactory and entirely suitable for the intended use.
6. Method, Deadline and Place for Submission of Offers
The submitted offers shall include the full details of the interested parties and the required participation documents, as specified in Article 5 above, and shall be sent within a period of twenty (20) days from the publication of this announcement on the website of the Ministry of National Economy and Finance.

7. Selection, Evaluation and Approval Procedure
- The procedure shall be conducted through a competitive bidding process (highest bidder selection procedure).
- The opening and evaluation of the submitted offers shall be carried out by the Board of Directors of the administrator.
- The final approval of the lease and the award thereof shall be subject to the supervision and approval of the competent authority (Directorate of Public Benefit Property of the Ministry of National Economy and Finance), in accordance with the legality and control procedures provided for by Law 4182/2013 and Law 5259/2025.
8. Guarantee and Other Specific Terms and Conditions
- Upon signing the lease agreement, the tenant shall provide a security deposit equal to one (1) monthly rent payment as a guarantee for the proper observance of the lease terms.
- The total or partial subletting of the apartment, as well as the granting of use to third parties without the prior written consent of the administrator’s Board of Directors, is expressly prohibited.
- The property is leased in its current condition. The tenant shall be obliged to use the leased property with due care; otherwise, they shall be liable for compensation for any damage or deterioration caused to the property by themselves, their family members, or any persons acting on their behalf, excluding damage resulting from ordinary use. Furthermore, the tenant shall be obliged to keep the property clean and use it in such a manner that does not disturb the peace, health, work, safety or moral standards of the other residents of the building or the neighbouring residents.
- The tenant is prohibited from carrying out any alteration, modification or renovation of the leased property. Any repairs required for the property shall be borne by the tenant, who shall carry them out at their own expense throughout the entire duration of the lease, without being entitled to compensation from the administrator of the S.M.C.F. or to offset such expenses against rent payments.
- The tenant shall be responsible for the payment of all utility services, all types of fees, taxes and contributions relating to the leased property or associated with the rent, which by law are borne by the tenant. The tenant shall also be responsible for settling bills relating to electricity and water consumption, heating expenses, as well as any building common expenses which, according to law and explicit agreement, are payable by the tenant.
- Upon expiry of this lease agreement, the tenant shall be obliged to surrender and deliver the leased property without prior notice being required. During the last two (2) months of the lease term, the tenant shall allow, at reasonable times, prospective tenants wishing to lease the property thereafter to visit it. In addition, the tenant shall allow any necessary repair works to be carried out on the building in which the leased property is located.
- Any tacit renewal or extension of the lease term is expressly excluded. Under no circumstances shall the tenant’s continued occupation of the property after the expiry of the lease be considered as renewal or extension, regardless of the reason for such continued stay. Failure to surrender the property and continued occupation beyond the expiry date shall be considered unlawful, and in such case the tenant shall be obliged to pay the amount of twenty euros (€20) per day for each day of unauthorised use of the property as compensation for use, without prejudice to the administrator-lessor’s other legal rights, including eviction proceedings and any other legal remedies.
9. Publicity and Information
This invitation shall be published mandatorily:
i. On the Digital Service for Public Benefit Properties of the Ministry of National Economy and Finance.
